Russell village sits on the Castor River with a mix of older village lots and newer subdivision frontages, and the two need quite different approaches. The older lots often have mature trees close to the driveway line; the newer ones have the clay and the drainage question.
This is not the City of Ottawa. Ottawa's Access By-law (No. 2026-139) and Zoning By-law (No. 2026-50) do not apply here, so the Ottawa driveway-width and access-permit rules described elsewhere on this site are not your rules.
Your municipality has its own entrance permit and driveway requirements, and if your frontage is on a county road or a provincial highway rather than a local street, the permit comes from that road authority instead. We'll confirm which applies to your address before you spend anything — but check with your own municipal office too. Anyone who quotes you Ottawa's by-law numbers out here has not done their homework.

What does not change across municipal boundaries is the ground and the weather. The build standards below are the same whether you are in Russell or in Ottawa, and they are what actually determines whether a driveway is still flat in ten years.
Building for this ground
- Tree roots on village lots. Excavating a driveway base beside a mature maple is a negotiation. Cutting the structural roots on one side of a tree is how you get a dead tree three years later, and how you get a claim. Sometimes the answer is a narrower driveway than the rules would allow.
- Clay and frost. Base depth and compaction in lifts, with geotextile over the subgrade. Same physics as Embrun.
- Culvert and ditch work on most entrances, with the invert set so the roadside ditch still drains past your entrance.
- Road authority. Some Russell frontages are on county roads rather than township streets, which changes who issues the entrance permit. We'll check yours.
What we do here
Installation runs roughly April to mid-November. Heavy clay in the townships holds spring water longer than city lots, so an April start is often optimistic even when the calendar says otherwise. Base and paver work can run into early November; polymeric sand stops curing reliably in cold damp weather. Expect 6–10 weeks from signed quote to crew, and note that August onward is usually booked by July.
