City of Ottawa — rural

Interlock & Driveways in Navan, Vars and Sarsfield

Interlock driveways and widening in Navan, Vars and Sarsfield.

Navan, Vars and Sarsfield are inside the City of Ottawa but rurally zoned, which is the best of both worlds for a driveway: Ottawa's clear published rules, and the generous rural width allowance rather than the urban 6 metre cap.

You are in the City of Ottawa, and rurally zoned

Navan, Vars & Sarsfield is inside the City of Ottawa, so Ottawa's rules apply — but you are in a rural rather than urban area for the purposes of driveway width, which is good news.

Maximum driveway width under Zoning By-law No. 2026-50, section 606. Widths vary by area of the city and by frontage, so treat this as the shape of the rule, not a ruling on your lot.
Where your property isMaximum driveway width
Downtown core and urban areasGenerally 6 m
Urban lots with less than 6 m of frontage No individual driveway permitted — the driveway must be shared with an abutting lot
All other areas, including the rural and village areas 50% of the lot width
Every property, as a separate cap All accesses together — driveway and walkway — cannot exceed 50% of the frontage they sit on

Outside the downtown core and urban areas, the driveway may be up to 50% of the lot width, not a flat 6 metres. On a wide rural frontage that is substantially more than any suburban lot could have. All accesses together are still capped at 50% of the frontage.

Gravel is a permitted surface in rural areas, which it is not in urban Ottawa. Asphalt, cement, permeable pavement, honeycomb or turf blocks, and cobblestones or similar stable dust-free materials are permitted everywhere.

You still need a City access permit to construct or modify the access, and to construct or reconstruct an access culvert — which on a ditched frontage is most of the job. Rural entrances and culverts → · Access permit guide →

Building for this ground

  • Wide frontages, wide driveways. At 50% of lot width, a rural frontage here can support a driveway no suburban lot could. The binding constraint is usually the culvert and the ditch, not the width rule.
  • Access culverts. Constructing or reconstructing one needs a City access permit in its own right. On a ditched entrance this is the permit that matters. Rural entrances →
  • Gravel is permitted here and not in urban Ottawa, which opens up a gravel-plus-interlock-apron option that works well on long rural drives: pave the part you see and walk on, gravel the rest.
  • Clay, frost and long drives. A hundred-foot driveway has a hundred feet of base to get right, and the temptation to skimp scales with the length.

What we do here

Season, out here

Installation runs roughly April to mid-November. Heavy clay in the townships holds spring water longer than city lots, so an April start is often optimistic even when the calendar says otherwise. Base and paver work can run into early November; polymeric sand stops curing reliably in cold damp weather. Expect 6–10 weeks from signed quote to crew, and note that August onward is usually booked by July.
